A rousing defense of the "free library" business model was presented by Jim Ballingall, vice president of worldwide marketing at the UMC Group (Sunnyvale, Calif.), in a keynote address at the IP99 Conference. Ballingall said the business model, under which foundries pay royalties to third-party library vendors, is beneficial for library providers, foundries and end users.

A U.K. design house has rolled out a functional library for building Digital Audio Broadcast (DAB) receivers. Using those libraries, Ensigma Ltd. (Chepstow, England) is developing its own receiver chip that it expects to field by the end of the year for Europe's emerging market for digital-radio receivers.

New consumer applications open an era of tremendous opportunity for providers of silicon intellectual property (IP), said John Bourgoin, chairman and chief executive officer of MIPS Technologies Inc. (Mountain View, Calif.), in a keynote speech at IP99. But it has already become very difficult for newcomers to follow in the footsteps of successful IP firms such as MIPS, ARM and Rambus, Bourgoin said.

Taking steps to make design reuse more practical for its users, Synopsys Inc. (Mountain View, Calif.) released a broad suite of tools for intellectual-property (IP) creators and integrators at the IP99 Conference. Synopsys also announced the addition of complex IP blocks, including a PCI core, to the company's DesignWare library for free distribution to Synopsys Design Compiler users.

Synopsys Inc. is planning to release tools that facilitate the development and distribution of configurable silicon intellectual property (IP), according to discussions at the recent Intel Developer Forum. The yet to be named tools will leverage the graphical user interface technology that Synopsys uses to develop and deploy its own cores.

Sun offers open licenses to picoJava, Sparc cores

Adopting the open-source model of the software industry, Sun Microsystems Inc. said the source code for its picoJava processor would be available free-of-charge to developers by the end of this month. And later this year Sun will make its 32-bit and 64-bit Sparc and UltraSparc cores a part of its new Community Source Licensing Model.
