Shouldn't the minimum insertion loss for a two-port device be 3 dB?

Since the input power is being split into two halves, and each half is going to one of the two outputs, shouldn't the minimum insertion loss really be 3 dB?  http://www.ece.ucsb.edu/~long/ece145a/Lab2_145A/powersplitters.pdf

Winding transformers and making them really work is an interesting job.

I don't know why, but I really love winding toroids or making coils. there's something cathartic about getting a perfect coil laid down just right.
