The author claims that "We can ill afford the economic and social impact of another massive power outage." On the contrary, we afforded it in 2003, and we can afford it again! What we CAN'T afford is a grid smart enough to shut itself down or brown out at random, for no good reason, like a Windows OS, because the programmers developing all that smartness weren't smart enough.
