Well, I say 'Hurray.' Governor Schwarzenegger signed into law a bill that bans teens from mobile phoning while driving. No more cell phones, pagers, laptops and handheld computers in the hands of inexperienced youthful drivers. Fines will be $20 for the first offense and $50 for each repeat offense thereafter.
Car crashes account for 44% of teen deaths in the country. What brings it home, however, is the fact that the group is 4x more likely to have a fatality than drivers between the ages of 16 to 19.
On top of this, CA is actually trying to raise the minimum driving age to 18. With two at home ages 14 and 16--I'd be just as happy.
