Hm, Is IP Intelectual Property, Internet Protocol, Information Processing or what? Is RTL Run-Time Library, Resistor/Transistor Logic, Register Transfer Level, or what? I don't know what you're writing about. Is it just me?

I think in this context IP stands for intellectual property and RTL stands for register transfer level.
