There is nothing wrong with a 'consensus-based' approach as long as it is done fast! Therein lies a major problem with Japan -decisions are taken at much slower than a snail's pace! I do agree that Japan has good, competent and knowledgeable work force but they need to be guided to work toward decision making stages quickly. I see that many are misguided to dig deeper than what is needed in answering basic questions. Another is challenging assumptions and decisions made for them by their superiors. Then again these are cultural aspects that many are reluctant to address! MP Divakar
