Certification for MTBF?

All organization specifies some number for reliability, MTBF etc with very little respect to this number.

One best way for consumer to get this reliability data for product is to have this number come out from reputed certification agency. Can UL take this responsibility? It will be very good source of income and people have good trust in reliability numbers.
