Nah, check where those money went to so far. TW's PTI and SPIL which is just a joke. They have to idea or clue with how to foster a world class IC business or how /where to acquire the pieces they need. 

the rest of world could just relax or take some advantage of these fools if it allows. 

the currect chinese leadership is the worst in recent years. 2 playboy with no idea  how to develop high-tech industry.

@jackyldog and ubm112211: In the past I would have agreed with your characterizations. But I detect an increasing focus on real market issues in China. Do you?

I've been seeing these posts every 2 or 3 years that China is going to take over the foundry market with $xxB from the Chinese government current "five-year plan" (Five-Year Plan - How 1984 is that?)  The money is allocated not on merit or plan but on who has the best connections and best "perks" for the government officials.  Also, the money is just widely distributed rather than focusing on 1 or 2 efforts (much easier to hide the graft when the blanket is spread out further.) 

SMIC has been given a blank check by the Chinese government for nearly 20 years and they have yet to develop their own process.  Not only that the government pays for the local desgin houses to run their chips at SMIC. Still, they are going to be 6-8 years behind on 28nm and they had to buy that technology from IBM/JDA.

Also I do find it hard to believe that TSMC will build FinFETs in China in just a couple of years with the constraints of the Taiwan gov't on tech transfer and the new "nationalistic" tone of the ROC gov't.

this won't work, mostly because the chinese govt is basically group of outsiders/idiots. they have no clue as to what they are doing. SMIC was almost a miracle.

those who will get the money need to have connections with the govt rather than sharp pencil.
