Does it have to be in sun?

This looks to be a smart product!! Does this charger needs to be out in the sun (directly) in order to produce rated power, or can this produce rated power in normal day light in a room or even with artificial light in s room? The problem I see here is that I won't be able to charge my phone overnight, which I usually do.

those panels don't seem to be big enough to be directly powering much, so I think the answer would be that this would work in many light levels, but it will just charge the batteries slower in lower light situations.
