Someone in the 70's said if we do not set up a permanent presence in space quickly, we never will. Reason being was energy, resources, and industrial infrastructure would be less in the future and we would keep cutting back until we were totally earth bound for the rest of history. As you can see, managers have figured out the cheapest way (robots) and after a few rounds of more cutbacks, there will be no reason for launches unless it is for satellites.
