The most efficient dye sensitized solar cell has reached an efficiency > 10%. If one triples it, the efficiency would not only exceed that of the best Si solar cell but also the theoretical limit. The value of the proposaed technology might be useful for those solar cells that have a very low efficiency, thus, anything one does could potentially triple the efficiency. I have not read the paper. If the original efficiency was already say 5%, then 3x5% = 15% would be truly impressive. Many this type of claims simply don't give you a final efficiency number but in arb. unit.
