Hmmm... this is interesting ... I just heard from Soha Hassoun, PhD, who is an Associate Professor in the Department of Computer Science at Tufts University. Soha's message was as follows:
Hi Max, we are in the process of organizing a new effort at DAC to highlight innovative tools EDA tool use. The idea is to get tool users to show up at DAC and actually tell it as it is.
We are currently in the process of soliciting submissions for DAC 2009, after which we'll pull everything together into an exciting program for EDA users.

I'd like to point out that we have adopted a different submission process for this track: we are requesting a 2-page extended abstract (unlike the lengthy traditional DAC submission). You can find out more on the submission process here:
We have several awesome users who will be participating in evaluating the submissions from companies such as Qualcomm, Toshiba, NVidia, Infenion, TI, Intel, IBM, Marvell Semi, Ericsson, and others. And our list is still growing.
Well, I for one think that this User Track will be a great addition to DAC, and I very much look forward to sitting in on some of these sessions myself. In the meantime, maybe you would be interested in presenting a submission with regard to EDA tools in general and programmable logic tools in particular...
