Thunderbolt from Intel is a first attempt to bring optical to PCB and interconnects. Interconnect and switching fabric are in need of optical connections.

The question can be re-framed in terms of the distance the signal has to travel. At 10 Gb/s anything beyond 10-100m has to be optical, and 100 Gb/s probably anything beyond 1-10m. So optical already exists, but mostly for networks not yet PCB. When we get under 1m it is still electrical. At the date rates increases the critical distance beyond which it makes sense to go optical will decrease. The question is only how quickly that happens...Kris
