RUSNANO just might become a significant player on the semiconductor stage if enough Western companies find a way to capitalize on their ROI in this entity. Microsoft just announced an R&D center in Skolkovo, another venture that is capitalizing on Western type management programs. Skolkovo and Rusnano signed a collaboration agreement last year. Also last year MIT created Skolkovo Institute of Science and Technology to build out a graduate research university: http://www.eetimes.com/electronics-news/4218360/MIT-agrees-to-tech-school-at-Russia-s-Skolkovo
