I have asked ARM whether Cadence is now the best and preferred route to designing ARM-based processors and SoCs. I'll let you know the response.

It is well expected. ARM historically has been neutral when it came to SNPS and CDNS. But in the last two years, esp after SNPS acquired VIRL, ARM's lunch in the Physical IP market has been eaten by SNPS. So it is a new era now, they want to tie up closer to CDNS.
