I find the real issue to be determining quality prior to vendor selection. Hopefully vendors will use tools and can then provide back-up for their quality claims. Do you see this as a possible trend?

A very reasonable expectation but one which depends, unfortunately, on there being a widely accepted standard for quality. I am personally encouraged by the TSMC Open Innovation Platform which shows promise, among other areas, in qualifying soft IP for inclusion in their certified library. Becoming certified is not a particularly onerous task, so we can hope that over time, the credibility and size of TSMC will drive more and more IP vendors to follow this path, for their benefit (one set of rules to follow, access to a large customr base) and that of their customers. (Full disclosure - Atrenta collaborates with TSMC on the flow to qualify soft IP for this process)
