Resistion-While I am always ready to speculate, as you will see in part II, rather than optimism IBM's results indicate that any different rates of drift remain within the expanding and predictable distribution. Even if it does happen the second level error detection (correction) in the codeword would take care of it.

It is optimistic to assume fixed uniform drift rates within the distributions.
