The ISE webpack remains available as always. For those targeting Spartan Series devices, or smaller Virtex devices, it works fine. To target Xilinx largest devices you need to purchase ISE.

And what will happen with the WebEdition? And what with users of EDK 10.1, System Generator for DSP 10.1 ?? Seems like Xilinx is returning to the age when they charged for the tools, when they pioneered the WebEdition of tools, a path followed by Altera, Lattice, Actel... So what now?
