Very informative article except for a single little part; I am not very sure about how this new technology. Is it only restricted for positioning within buildings where GPS positioning cannot be used or can it be used in the open too (regardless of whether the specific location has GPS capacity or not)? In addition, when used in buildings, will it be functioning independently or must there be a digital blueprint of the entire building as well?

Dead reckoning systems are nothing new and, in fact, it is only recently that a hospital right here started experimenting with similar systems to track the movement of nurses within the hospital during working hours, a subject that elicited a lot of heartfelt debate both pro and anti the measure. I believe that the main difference, or advancement, in this case will be the adaptability of the final devices to be used for positioning in any location without GPS even without the location's specific physical blueprint.
