The advantages of drones for WiFi include the ability to relocate them as needed and they present a moving target which is harder to shoot down. Balloons have the advantage of not requiring as much energy and maintenance. I guess both technologies risk tipping off the enemy as to the location of activities of interest. In that regard, using these technologies to expand WiFi in remote friendly territories is less problematic.
