Student designed car sounds great

This car sounds great: range, speed, and even self contained recharging capability (solar cells). I notice that it is close to being approved for road use in Australia. How close is that to the requirements for USA approval and what about provisions for climate control (heating and cooling) which are necessary in the USA?
