Trade statistics are collected by the World Customs Organization. I'll provide a link here:

These statistics, of course, do not account for smuggled goods, and based on what I've heard, a substantial quantity of memory chips are smuggled into China up the Pearl River delta near Hong Kong. If chip smuggling is substantial, China's imports of semiconductors may in fact be larger than the official statistics indicate.

For several years we have been getting these fuzzy statements that China imports most of its domestic semiconductor consumption. 

The PRC has been using that "fact" to beat down on global chip companies and justifying its growing fund to once again try kicking off a domestic semiconductor industry ( Round II, since "home grown" start up SMIC has been around for over a decade ) by aggessive acquisition

But how are these import numbers for domestic semiconductor consumption being calculated ?

1. Do they include semiconductor brought into China by OEMs and their Contract Manufacturers for Outsourced Asembly and then Export out to the rest of the World ?

2. China's own Smart Phone brands are a growing force in the export market. Are their import of semiconductors for systems they export also being included ?

3. Many materials and components for seniconductors are now sourced from China. Are those being deducted from the import figures ?

What is the original source for these statistics and who is doing the calculation ?
