In my opinion, having Microsoft endorsing VR with a 28nm chip designed specifically for Hololens, is a signal that they expect at least million of units sold. This is a big push for this emerging field. VR can change sharply the way we interact with machines in the coming decade.

Seems like a risky gamble to me.  Just because it could have been done doesn't mean it should have been done.

Bet it will never directly pay for itself and this "hololens" thing will never make it to the consumer.

 Should have just given the money used for this as dividends to the shareholders instead.  And use any other efforts to get rid of all the security and bugs in Windows 10.
