I assume their strategy uses all the above.

They certainly have developed their own silicon at least with the TPU accelerator.

I know Intel offers to customize Xeon for big customers, and I assume the lobbying in the ISS keynote is just a sample of the detailed requests they share with vendors in 1:1 discussion...oh, I would love to hear more about that!

Given the impact this might have on Google's services coupled with Google's financial strength, Google might consider paying for new CPU and/or Memory development and have it exclusivity for some length of time before products are sold to market.  Otherwise, Google will wait until the various IP vendors release products meeting their requirements.  Apple has done something similar with their processors (purchased a company focused on processor developement).
