@resistion: They're trying to survive.  The nuclear unit lost about $6 billion on failed schedules and massive cost overruns on a couple of southern US projects.

(Nuclear has been out of fashion for a while in the US, and there hasn't been a new plant built since 1978.  A lot of the expertise is no longer there, as the folks who had it got out of the business.  And the plants under construction were using a new design no one had any experience with.  Toshiba's big mistake was enormously underestimating the the size, complexity, and cost of the projects.)

They need to raise capital, and the only way they see to do it is sell something, with the NAND flash business being the most valauble something they have to sell.

Another option for Toshiba might be to try to sell the whole company, though who might buy is an interesting question.

It looks like they guess more revenue by selling the 3D NAND to someone else than making it themselves for the next so many years. They would like to sell the nuclear more but obviously no buyer.
