For 400G, the payload is approximately 400 Gbps.  There is extra bandwidth for error correction.  The term "400 GB" is misleading because it's not a rate, and the big B implies bytes, not bits.

This article left me wondering what "400G" and "400 GB" Ethernet are and what the data rate of 28G serdes might be.

Gbps Gb/s Gbaud any of those I understand.
