"billions of operations per watt" is not a valid unit for benchmarking. a Watt is a unit of power, not a unit of energy.

Put more simply, with a 1W cpu I can make as many operations as I want as long as I'm allowed to take as much time I want. Therefore, I can make infinity operations per watt.
