Interesting FACTS: This crash is the fifth major LAUNCH failure of a Proton-M rocket since 2010. The program was grounded by the Russians just last December and restarted only as recently as March, since which they had successfully launched THREE Proton-M rockets before this launch failure. That's roughly one launch per month; seems like a program in a hurry.
