This book is intended for those who work in or provide components for industries that use digital signal processing (DSP). There is a wide variety of industries that utilize this technology. While the engineers who implement applications using DSP must be very familiar with the technology, there are many others who can benefit from a basic knowledge of its' fundamental principals, which is the goal of this book—to provide a basic tutorial on DSP.

I don't know without reading it. One book that does have good coverage of CIC filters is Lyons, "Understanding Digital Signal Processing", widely available. Implementation is pretty straightforward, though it's worth thinking through the way that word sizes grow if you want to cascade CIC filters to make higher-order sinc() filters. Do you have a specific query that you're having difficulty finding a resolution to?

Hogenauer's classic paper from 1981 will tell you all you want to know about CIC filters, including how to calculate the register growth. If you have access to IEEE Xplore, the paper is in the April 1981 issue of Transactions on Acoustics, Speech and Signal Processing. The title is "An Economical Class of Digital Filters for Decimation and Interpolation."
