LONDON – Leadcore Technology Co. Ltd., the chip design arm of Chinese communications equipment company Datang Group, has licensed a range of intellectual property cores from ARM Holdings plc, including the Cortex-A9 MPCore, the ARM Mali-400 MP graphics core and Cortex-A9 optimization pack for the TSMC 40LP process technology.
Leadcore (Shanghai, China) plans to integrate the ARM CPU and GPU with its own baseband chip to target high-end smartphones based on the China’s 3G standard, TD-SCDMA, ARM said.
The company is one of group of recently announced Chinese licensors of ARM technology.
The Mali-400 MP is OpenGL ES 2.0 compliant and provides 2- and 3-D graphics acceleration with performance scalable up to 1080p resolutions. The Cortex-A9 processor optimization pack is based on ARM's Artisan logic and memory physical IP and provides a foundation for implementing Cortex-A9 processors in low power, mobile applications.

Looks like a potential new smart phone component manufacturer in the making. I wonder how long before they produce a full smart phone product? Will they focus on China only markets or seek international markets as well. Time will tell.
