I would think that they had learned their lesson with Windows Me and Vista. No OS is perfect, but I would guess that releasing Vista six months delayed would have resulted in a viable operating system rather than the bar to compare down to as it is.
I understand the pressure to get products out in a timely manner, but I think a lot of software vendors let that pressure affect them way too much.
