"We cannot keep going from shock to trance on the issue of energy
security, rushing to propose action when gas prices rise, then hitting
the snooze button when they fall again." President Obama used those
words last week to introduce his administration's Blueprint for a Secure
Energy Future. Back in January, Obama also urged the nation to "break
our dependence on oil with biofuels, and become the first country to
have a million electric vehicles on the road by 2015."
