submit to an ieee conference or journal. EEtimes doesnt publish research articles.

If it's academic, try IEEE publications among other outlets. If you want to share it quickly, why not publish it on a public repository....

What is the topic of research? There are quite many IEEE Transactions. One may be more suitable then other. Also, if it is small work, you can publish as letter and if it strong work, you may publish it as full paper.

Have you done research that no one else has published the same concept? If yes, you may know most IEEE Transactions. If it does not get accepted, you can publish it in some international conference.

Consider presenting it at a local/national conference or on line (if you have the ability to host the document on your own webpage). Not sure if this works but have you tried presenting the research abstract to colleges/universities for their use?
