"Unlike ARM, Intel has no synthesizeable version of its x86 core, preferring the performance of a fixed core..." - But Intel's Atom core is synthesizable?!? Check this out: http://portal.acm.org/citation.cfm?id=1508128.1508160/ (72 downloads in last 6 months and I am one of the 72). Usually when you get into SoC business, making synthesizable chip is more meaningful as vendor may want to add their own homemade cookies to it. http://sunnyeves.blogspot.com/
