Seems like the EU's regulatory extortion scheme worked brilliantly; US companies must invest in Europe and help advance European technology goals or face costly litigation. Watch the EU howl in protest if and when the US responds in kind; turnabout is fair play.

The whole concept of organizing the labs in Europe under one roof sounds interesting as the collective could be more than the sum of individuals. However, a more complete model for Intel in Europe will have to include next gen mass fabrication facilities so as to develop a vertically integrated model which can achieve large efficiencies by the efficient interplay of different stages of production. While the model right now will generate revenues only from the royalties on research patents, economic independence of Intel Europe will depend on whether it mass produces within Europe for the European and world markets.
