The whole concept of organizing the labs in Europe under one roof sounds interesting as the collective could be more than the sum of individuals.
However, a more complete model for Intel in Europe will have to include next gen mass fabrication facilities so as to develop a vertically integrated model which can achieve large efficiencies by the efficient interplay of different stages of production.
While the model right now will generate revenues only from the royalties on research patents, economic independence of Intel Europe will depend on whether it mass produces within Europe for the European and world markets.
