ARM is customer friendly. I don't believe ARM would ever force its customer to buy other products. Instead, ARM shows value to its customer that other product is optimized for ARM core.
Look at POP products, ARM does not force its customer to buy POP, but customer see values in POP that would help their design optimized further. Hence, they buy it.
