This may just be an Intel smokescreen to hide their $2.5 billion FAB they built in Dalian China and starting operation this month. In addition Intel invested another $ 1.0 billion in Vietnam to build a assembly/test facility there. More job creation in far away places while Silicon Valley semiconductor industry is dying.
I figure Intel feels it best not to respond to a rumor if it's a couple of days ahead of reality, several months ahead of reality, or infinitely far from reality. It's a big company and there are probably lots and lots of rumors stemming from various motivations of the rumormonger. They also could probably spend a lot of unnecessary energy responding and then they'd be stuck since NOT responding to a particular rumor (after responding to others) would, to some, be considered a response in its own right.
