The problem with Rusnano is not that it is in Russia. It's more like there is fear in doing business with the Russians because they don't play by Western corporate rules. Plastic Logic will do well in Russia as long as company management understands and respects its partner's management style. Having a foot in the door will only increase the opportunity Plastic Logic will succeed in a large market in the long run.

Plastic Logic Ltd was founded in Cambridge England in 2000 and opened its first manufacturing plant in Dresden in 2008. It incorporated Plastic logic Inc in California in 2007. Plastic Logic Inc is a subsidiary of Plastic Logic Ltd. So this is not a case of an American Company moving operatios to England, Germany and Russia.

Why would an American company, based in Mountain View, CA(Heart of the Silicon Valley) open Research facilities in England, manufacturing plants in Germany(not known for low cost), and Russia(not known for friendly business environment)? Could it be tax breaks and governmental subsidies? The rest of the world is taking economic advantage of our political stupidity. Corporation of Nanotechnologies (Rusnano) (Russian: ???????) is a Russian non-profit state owned corporation, which has been created according to the law "On the Russian Nanotechnology Corporation"

As data rates begin to move beyond 25 Gbps channels, new problems arise. Getting to 50 Gbps channels might not be possible with the traditional NRZ (2-level) signaling. PAM4 lets data rates double with only a small increase in channel bandwidth by sending two bits per symbol. But, it brings new measurement and analysis problems.
