Who would be willing to be foundry for the Chinese? Besides SMIC only Samsung. TSMC and GF would get too much political flak.

I believe the Chinese market has matured significantly over recent years. They may be copying basic system architectures and look and feel, but these companies are doing SoC designs based on a range of ARM, MIPS and other IP licenses.

But what about IP's. Are those companies building their own IP's or are they copying the existing designs from other mobiles ?
