He forgot to list the US terror threat levels:
The lowest at: "Huh? Did something happen someplace else in the world? Whatever."
Next would be: "It's a total lie because the news came from the government" this threat level is almost interchangeable with "It's obviously 100% true because the news came from the government", depending on where in the country you come from.
A little worse would be: "It's bad, so a government conspiracy must have caused it"
At the next highest level, we are starting to take a bit of a global view: "Send the Marines!" Note that this one can mean to send them with airplanes, tanks and robots or to send them with loads of food, money and warm blankets. We're never quite sure.
To the highest level of alert: "Frank, git yer shotgun"
