I think the reason is high equipment reuse-ability between 90nm and 65nm that allowed fast migration of capacity. Did not exist between 130nm & 90nm or 65nm & 45nm.

It's a forecast, it could be wrong. Though, beyond 0.18 or 0.13, the number of available foundries drops a lot.

anybody knows why 90nm has the lowest shippment compared to 65nm, 130nm etc?

Could also be 28 nm has more design rule restrictions and fewer fabless customers. Most fabless still like to play the mature nodes like 0.18 um.
