Rule 2 is absolutely wrong.
Topside ground doesn't count as RF ground.
The RF ground is the plane used as the reference for your microstrip or stripline traces.
Device ground pins need to be connected to the RF ground plane with the lowest inductance possible.
This means multiple vias directly to the ground plane.
Forget about topside ground - it's worthless for RF.
