Unfortunately the real situation is that test activities are more dominating than R&D...Hope IME could lead new trend.

eewiz, you are right, Singapore has an aggressive government organization to attract businesses to set up there. Too bad Applied could not have set up the deal with a US university.

Singapore Govt gives generous grants to foreign companies to setup local R&D base. I guess, this investment will be part of some such arrangements. A win-win for both companies and Govt.
