My mistake. Turns out there are two Astor Capital Groups, one in Moscow and one in Singapore. I am told it is the Singapore one that has invested in Breker.

It seems Russia is playing offense on investment in U.S. I wish politicians will see the harmony in the investment world and remove the tension that exists in the world

This may just be for pure investment purposes, but the EDA companies need to look for that kind of invetsment. Cadence, Synopsys and others have their design activities in Russia for both indutry and acedemia already. Not a far-fetched idea to start cultivating more software engineers in Russia to work in the global EDA industry.
