Has funding ever been a problem for solar? IMO ROI is the issue.

The cost/Kw for the YEP project is $.85/KW and most PV case studies have cost in the $4/KW. What has happened to the cost?

You can put lipstick on a pig, but you still have a pig. Solar is just not cost effective in most places, but if it makes you feel better, by all means spend your money.

So are they donating or investing? At least, unlike Solyndra, the public is not being obligated to contribute via the Government.
