This is highly misleading, and is due to the poor sensitivity of the eye to blue. The green LED emits about 210/627W - 1/3 of a watt - with 3W in - so 10% efficient. Blue is around 50%.

Here the Blue LED has reached around 50 percent efficiency of red and green LED.Good break through.But still blue is always cool.
