I don't think this is making a big difference for the economy in Italy. This is just a small R&D/pilot.

The US government thinks chip making is mature industry, does not need any more R/D funding. They do not seem to make the connection, that chip making R/D drives the entire supply chain including systems, and results in high tech jobs. And those jobs pay down the debt with their taxes, and buy products that drive the economy out of the doldrums.
