Why didn't the article say that there will be penetration rate of 93.47% by 2032? It is equally meaningless. I believe the margin of error in such estimates is so great that even the first digit is a wild guess.

If vehicle to vehicle communications are used for safety and highway efficiency, it would seem likely that dedicated lanes would greatly improve the effectiveness of the systems. I'd suggest that perhaps high occupancy vehicle (HOV) lanes will become V2V lanes with sensing systems the directing other vehicles to leave.
