well this is the paper that is inside the proceedings of the IMW13....so it should be at the level of IEEE standard. Sometimes the names of the authors and their affiliations are more important then the content

There are certainly more here than "a couple of charts" - did you read pages 2 & 3? I found the article technically satisfying considering the EETimes format - this isn't the Proceedings of the IEEE.
